Only in one form. Sand Key is a Sanctuary Preservation Area, so fishing by any means is prohibited there with a single written exception: catch and release fishing by trolling, which the rule allows at Sand Key and at three other preservation areas and nowhere else.

Nothing may be removed, harvested or kept. Nothing may anchor on coral. If the day is about fish rather than reef, the flats further up the chain are the better address.

Dive gear, hard cases and coolers all travel regularly, within the payload for the aircraft on the day. The limit is a weight rather than a bag count, which is why bulky equipment is declared when you book rather than weighed at the dock: it comes out of the same payload the passengers do. Tanks in particular are worth naming early, because they change the arithmetic more than anything else in the hold.

Water operations depend on wind and sea state as well as visibility. An open water set-down six miles offshore is more sensitive to a long swell than an inshore one. So a Sand Key day can move on a morning that looks clear from the beach.
